Yes, but the N-600 is optional. In every case, the pros and cons of N-600 vs U.S. passport have to be considered. https://www.uscis.gov/forms/n-600-application-certificate-citizenship-frequently-asked-questions:

you can adopt the child legally in your state of residence, the lawyer will reach out ot the father in the Philippines if he has known whereabouts, in Ohio it takes around 4 months and 1500 - 2000 dollars, then in the Philippines the courts need to be petitioned to recognize this adoption, I do not know the length and cost of this as we have not gotten this far, once the child is adopted stateside they get citizenship and can request passport, if the intent is dual citizenship, you need to follow up in Filipino court
