Well, there are some rules at least about intent being assumed if they do it too quickly after entering. I can’t remember what the current rule is - 90 days after entry?

Trump doesn't care about the current rules.  Stephen Miller is working on new rules.  These new rules will not look kindly on B2 visitors seeking COS to F1 students.  The change in calculating unlawful presence for international students starting this August is a clear indication of what is going on and how things are viewed by the current administration.  Immigration judges are complaining that Jeff Sessions is over ruling them under his authority as their boss.  

The rules have changed.  People can not rely on what past administrations have practiced.  

If people think they can use one visa to enter the US and be able to change status to stay longer, be prepared for things to change BIGGLY.

That was my point, the current rule has changed under Trump and is already more stringent than under the previous administration. 

And agree it’s high time that the d/s issue got sorted out. I’m not a Trump fan by any means, and definitely don’t agree with all his rhetoric about immigrants, but there have been way too many people gaming the system in all sorts of ways (including examples like this thread of people “suddenly changing their mind” after they enter on tourist visas 🙄) and stuff like lengthening the period is which intent is assumed, changing the d/s rules and tightening the public charge definitions are all well overdue imo.
