Assuming she got the GC through marriage to you - you did apply for removal of conditions at the correct stage?

If through marriage and she’s met the presence requirements then she would be eligible to apply after 3 years, otherwise 5 years after getting her green card. As above, check the VJ guides. If she wants to become a citizen, of course - she doesn’t have to - but seeing as you are asking about sponsoring her parents and sibling elsewhere this is the logical step.

Did she receive a conditional green card? (e.g. married less than two years when case got approved?)

Have you filed I-751 that leads to a permanent (ten year) green card when her conditional one expired? If so, based on her marriage to you, the US citizen and being a GC holder for three years, she is eligible to file for citizenship (N-400)

Not issued since, resident since

first (conditional) issued 2013, unconditional in 2015, makes perfect sense re the dates then

but assuming she’s met presence requirements can certainly apply for naturalization

Okay, so you filed removing of conditions on her conditional green card in 2015? Then she is eligible for N-400.

At first he said he wasn't sure if he filed I-751, hence why I got confused for a sec.

She can stay a PR for life of she wants or she can file for naturalization if she wants to as well. My wife just wants to stay a PR right now, maybe next year file for naturalization.

So assuming the next step is for her to become a USC or stay as a Green card holder , correct ?

She needs to sign up for citizenship classes (AKA as Civics) especially if she wants to become a citizen. There are responsibilities as well as rights that she should understand so she can make a fully informed decision either way.

Not necessarily unless she really needs help with the basic civics. She will be given a brochure at her biometric appointment day containing the 100 questions and answers she needs to know to prepare for the test.

So what happens after you receive the i-797 (notice of action) ?

After filing her N 400 and receiving her I-797, she will be issued a biometric appointment notification shortly after to have her biometrics captured at her local USCIS application support center at specific day and time. After that’s done it’s a waiting game then for her interview several months later depending on how backlogged her USCIS field office is.
