Just because they can do it does not mean it's legal.  Some drug dealers can ship illegal drugs without any problem.  I know a guy who mailed marijuana without any problem.  

 

How important is this to your friend?  Important enough to create a potential problem with CBP?  Important enough to risk entry into the US?  Important enough to risk CBP accusing her of being a drug user?  Is it worth the risk?  Especially for vanity.

Personally, I would tell such a "friend" if it's really worth the risk/side effect. I'm guess this is for cosmetic purpose only not medical?

 

You can order pretty much anything online, but there's no guaranteed you will get (ingredients) what you buy. I'm also very hesitant in ordering from a third party that involves injecting something into my body.
