This is what I read. Straight from the instructions. Since my wife isn't here it is pretty clear I don't need to submit them for her. Just me.

in the United States) taken within 30 days of filing this petition. The photos must have a white to off-white
background, be printed on thin paper with a glossy finish, and be unmounted and unretouched.

Good that you've now found the instructions! Read through all of them before answering any more questions on the form. Making a mistake or misunderstanding any part of the instructions will cause a lengthy delay or possibly a rejection of your petition. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

Your misinterpretation was to add the word "only".  It's not there.  It makes no difference in this instance, but adding words that aren't there or leaving out words that are will both get you into trouble in many places.

Facts are cheap...knowing how to use them is precious...

Straight up..Yes you need to read all instructions. I applied in March 2017. I needed photos of my husband and myself. The background has to be white(passport photo)..Trust me, by the time you are finished, you will be glad you followed instructions to the tee. I followed and still got a checklist. The country that you are coming from does matter. I give you permission to read between those lines. With that being said, those that have started within a few current years, may have different experiences. I would strongly advise you to read, and read for yourself. God's favor to you.

More confusion.  Sent and needed are not the same thing.  If you filed a petition in March of 2017, you should have used the instructions that come with the latest I-130.  "02/27/17. No previous editions accepted. You can find the edition date at the bottom of the page on the form and instructions."  This is the first edition I have seen since 2005 that DID NOT require passport photos from the beneficiary.  Some of us who "started long ago" still study the newest instructions for all forms as soon as they come out IF FOR NO OTHER REASON than to CONTINUE to give accurate and actually HELPFUL advice to the members here.

 

If you think passport photos were needed with your petition for a spouse not in the USA, you either followed the wrong instructions or had an outdated form accepted.  If you THINK the I-130 requirements with regard to passport photos are country specific, you are very much mistaken.

She needs to submit 2cpoies of the paasport(2×2)size
