19a Place of current marriage. Do I put where we were married or do I put where I live now?

 

21 Current spouse. Do I just put 0's for end date?

Put down where you were married.  Put present or handwrite it if you have to. Sometimes the forms don't allow for words where numbers generally are.

Last time I came back from Nigeria I brought some passport photos of my wife but they are done with a red background. Does it matter? Mine have a white background.

The passport photos must have a neutral background, not red.

If she's not currently in the US, you don't need her photos for i130.

I thought it was mandatory to have photos for your beneficiary?

 

My wife will not live in the US when I file. Is it safer to put her photos in the I-130 just to sure?

If you thought that, you haven't thoroughly studied the I-130 instructions.  Doing so (for all forms) will be critical to your ultimate success.

The I-130 is a petition for alien relative.  You follow the specific instructions for the spouse of a US Citizen.  STUDY.

I missed the part where it says only if the spouse is already in the US. Got it now.

That's not what it says.  Read carefully and interpret literally.  Don't read extra things in, or say it backwards.  Kiss of death.  The result of your backward interpretation is the same, but don't do that.
