USPS confirmed our package arrived last Friday at 11am.  

 

My husband GC expires 4/23.  Will the NOA 1 have to be produced within the next week, or does the USPS delivery confirmation mean we got our application in on time?

When you get the receipt, it will act as evidence extending the validity of the existing green card by 1 year.

 

Just receiving the package isn't evidence of anything. Not to worry you, but it's possible the packet could still be rejected (wrong payment amount, old form editions, missing signature, missing required items, etc.).

If the packet is accepted then you will have filed on time since it arrived before the expiration of the green card. Until you get the extension letter, you just won't have proof of his continuing LPR status.

I'm pretty confident it won't get rejected for any of the reasons you listed!

 

I just need to know a package arrival to USCIS 10 days before the 2-year GC expires means that it has arrived there on time.

If they accept the packet then it's perfectly fine. They record the date they receive the package even if they don't process it into their system right away.
