Should they buy Air tickets round trip to prove?

Absolutely not! This will not improve their chances so a person should not purchase tickets until they receive their visa in hand.

Also, if they want to see their granddaughter it is best to have a plan to take your daughter to see them. This should actually be your first plan since it is the easiest and can be done without a visa while the B2 visa to the US should be the alternative plan.

I agree trip home time.

You have 3 kids so assume that you have been in US for more than 5 years.. Get citizenship and apply for your parents.. They will approve the visa..

What about if they want to see how their son live in U.S..  based on his legal status OP should get citizenship ASAP... Then try one more time.. Parents of US Citizen will have better chance on visitor visa approval

A weak argument for immigration.

What is more important, a grandparent seeing their grandchild regardless of where or a grandparent wanting to see if the child's bedroom has enough toys in it?

It can take over a year for them to gain citizenship then another year or 2 for their parents to receive the visa. Meanwhile, they can buy themselves a ticket to go see the the grandparents NOW. As a matter of fact, since the child is 2 years old, it is possible the child can FLY FOR FREE!

Also, not everyone wants to come live in the US. Plenty of discussion on this forum where people's parents or family DON'T want to immigrate to the US.

That is one of the biggest reasons for denials. A US citizen child can help change the status of their parent if that parent comes on a visitor visa and stays. It is a way to get them here without having to wait in their country for a family visa. That is one of the most common ways visitor visas are abused. And it is why most CO's ask about immediate family in the US.

If only one of them applies for the visa, he or she will have stronger ties to their home country, because they will be leaving a spouse behind.

Not always true. Spouses leave loved ones behind all the time. If one spouse gets to the US and is able to become a permanent resident later, they can then petition for the other spouse. Many plan it that way. What strong tie a husband back home would be if a wife can simply bring him over to the US later?

But their son chose to emigrate to the US, it's not like the US is denying them some fundamental right.  The rest of the family is not entitled to things just because the US granted an immigrant visa to a family member.

Been a while since I filled in a B application but I think this question is actually on the form?

Frustration not knowing what is the reason.

214(b) - immigrant intent - was the reason.

Unlikely...a parent of an LPR cannot be petitioned to stay legally. A parent of a USC can be petitioned immediately afterwards. It's a stronger tie to the US, which is not what you want for a tourist visa.

Understand but many people abuse it and the one with good intention will bear their sin...

You should provide round trip air tickets (buy the one you can cancel), also all the above you mentioned for strong ties to HC.. One more thing.. you probably can write a letter in detail the reason behind you are not able to make to Sri Lanka and also guarantee that they will go back after the trip.. finally pray that you end with a kind officer who will approve the visa.

For a B2, the applicant has to apply on their own.  An invitation letter won't help (you can do a search and it's all over VJ).  Also, how can someone "guarantee" that a visitor will go back to their country?  I'm sure that's not the first time that a CO has heard that and conveniently once they get to the US, they decide to stay.  Not saying that's what your parents are trying to do, but people in the past are the reason for the rules and decisions now...

And saying that your sister is pregnant and your mom has to care for her, the CO will probably wonder how she can come visit the US if she has to take care of her.

Sorry to be harsh, but if they've been denied twice already, unless something major has changed, they probably won't be approved the 3rd time, either.  There are a lot of stories on VJ that the interviews last only a minute or two because the CO has already reviewed the file and probably made a decision based on the application that was submitted, before they even come up to the window.

Being denied twice due to suspected immigrant intent will most likely lead to a third denial.

What is stopping you from taking the children to visit them?  Much easier...especially if the youngest is still able to fly for free.

Having the reason that your mother will help out in taking care of the baby is not really helpful. It really depends on the CO and how he or she sees the case. A very strong tie to the home country is the best (but not sure) way of getting a B2. Having a plane ticket does not help either. It will just be a waste of money. Best for you is to visit your parents instead... :/

Sorry if i'm hijacking this thread, but I have to add into the inconsistency of how CO approves/denies B2 visas.

My sister-in-law applied for the B2 visa twice and was rejected both times with the same reason as above.  I call the generic "not enough ties to the home country" excuse BS since my sister-in-law has very significant ties to her home country.  For example, she is a CEO of her own company with a significant amount of cash reserve in the bank.  She has several properties throughout Vietnam and have travel extensively throughout Asia with Japan, Taiwan, South Korea, and Hong Kong on the list.  Adding insult to injuries--she is married with two kids (5yrs & 8yrs old).  During the interview, the CO asked her two generic questions and denied the visa request.  It seems like they had already denied her prior to the interview--it was just like going through the motion.  That's why I think there should be some transparency in this process..
