if it says refused it is refused

your crimes past or present do not qqualify for a waiver as said above

there is nothing to wait for

Are you sure you are from England ? English grammer is poor

and if by chance a lawyer says he is able to do a waiver (as the rules do change) ,   you will need a new medical as a waiver and processing take time

Not everyone who lives in England is is originally from England... she could have immigrated there in the past. I don’t get what her grammar has to do with her question. No, it’s not perfect but the question is understandable.

My husband was an american and I recieved a green card..We split up and thats when I got arrested back  in the 80s.I had a green card before I was arrested I decided to come live in UK when my parents were ill. I had  to abandon my green card as I lived outside the USA over a year.I applied for a visitors visa and I recieved that after a successful waiver.

My medical was sent back to drs from the consulate  for a non disclosure medical and they gave me drugs test.I forgot to tell the drs of my old arrest but I did tell consulate officer at my interview. If they allowed me to go back for a drugs test and disclose my arrest is this a positive sign?

It would have been on your application, so they would have known in advance.
