Immigrant Visa sched refusal

Good day! My mom went to st lukes for medical since she was approved for immigrant visa thru family petition. My question is that does anyone here who experienced that they were given a refusal sheet due to health related concern? My mom had xray and as per the doctor it was questionable so she went back after two weeks for sputum and culture test.. sputum result was negative however my mom insisted to the doctor that she has doctor from our province and she is under medication for her cough.. so according to my mom she told the doctor not to continue to culture test despite that she has given the specimen. but is that possible that you travelled twice to manila from the province, you paid for the medical and yet the doctor will just follow the patient request who is elderly and has no medical background and would not continue the test to get the result of the culture? Can I appeal to ths case? Is the case assumed abandone? Thank you for the help and inputs..
