Confused about NVC update

I'm applying for my mom's IR5 and I got a message from NVC:

Brazil requires more than one police certificate. Please submit this missing document to avoid processing delays. For information regarding the document you need and how to obtain it, please go to http://travel.state.gov/documents.

I researched but she only lived in 1 city her enitre life, not sure what other police certificate they are looking for.

Does anyone have a clue?

Good evening, how are you ? in Brazilians we should send basically 2 certificates, 1 certificate for the state that you have lived, and 1 for the national territory, the second you can obtain on the federal police website. (http://www.pf.gov.br/servicos-pf/antecedentes-criminais)

Exactly -- you need both a federal and a state certificate.  See the State Department website for more information:   https://travel.state.gov/content/visas/en/fees/reciprocity-by-country/BR.html .

ok thank you Rafael, is just confusing because I got 1 online for my mom already just need to see which one it is. Now is figuring out how to request the second one..
