Then I think you can do Direct Consular Filing, which is like a fast version of the spousal visa, directly in the USCIS in Bangkok, and only available for those who live in the country (Indonesia in this case, through Bangkok since it says Indonesia is included).

You should contact the USCIS office in Bangkok to see if you qualify and what they need from you to show you reside in Indonesia. 

 

Also, make sure you have your US taxes up to date. Many people have problems because they didn't file takes while living abroad and that can be a problem when you get to the consulate stage. So if you have to file taxes do it a.s.a.p.

 

I am not very familiar con DCF but from what I have read it takes roughly 3-6 months. That is much less than the 14 months the spousal visa takes.

Domicile is a bit hard to define, but it's basically where you primary live / rest your head. Being a US citizen permits you entry to the US, but if you live abroad then your current domicile is there. You need to show 1) that you are either still living in the US, or 2) show sufficient evidence of intent to establish US domicile. The purpose of the spousal visa is for family reunification...they need to be sure you don't intend to continue to living abroad while your spouse comes to the US. This usually includes things like getting a job offer, obtaining/renewing a driver's license, registering to vote, having/opening a bank account in the US, etc. There's many threads on VJ covering the topic to look through.

They would have to go through the embassy/consulate where they have legal residence. While that USCIS office has jurisdiction over Indonesia, they can't just go through the Bangkok embassy.

This won't work; the reference to Indonesia refers to other matters that don't involve filing petitions.  Petitions filed at the field office in Bangkok can only be done by US Citizens who are residing in Thailand.

Well, my advice was to contact them and ask so asking does not hurt anyone.
