when a case is returned to the USCIS and reaffirmed, can it be again denied  by embassy (not a medical or criminal reason)

a freind in Florida is waiting now as her case is reaffirmed and she has asked me this question

i don't what to tell her

Yes, it can. They are not supposed to refuse for the same reason(s)...but something like lack of a bona fide marriage has resulted in a second refusal. It's not common, though.

ok , marriage is bona fida (over 2 years married) and he is clean of all things

i was looking for stupid things like they did to us (not knowing what books i read altough he told them i do all my reading online when researching a subject)

i wanted to know if another bogus reason could come up that they didn't mention in the NOIR as we took a long time preparing answers to the NOIR

I get what you're saying. If the reason for refusal was (as an example) due to not knowing the books that you read and the petition gets reaffirmed, they should not be able to use that same reason again for the bona fide marriage requirement. But to be clear, that would be a question of having a bona fide marriage. If they interview again and find new reasons to question the marriage as being bona fide, they can refuse the visa based upon that.
