Police clearance from Kuwait

Hello, 
 
I need a PCC for my immigration visa to US. I was in Kuwait till age 18 (1997). Now I reside in India since then. Is it still possible to get a PCC from Kuwait? As US wants anyone to do PCC for any age above16 where you have lived more than 6 months. Any inputs highly appreciated.

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

You said you lived there until you're 18. A PCC is required for all places you've lived for 6 months or more starting from age of 16. You need to account for your residence in Kuwait from ages 16-18 so definitely apply for one. You should check the Kuwait-USA Reciprocity:

Acc to this PCCs are not available to former residents of Kuwait. PCCs are only required for current residents.

It is confusing, because I can tell you my cousin's wife is a Yemeni citizen and lived in Yemen for 20+ years.  She traveled to Malaysia and married my cousin in April 2016,  Her husband sent a police report from Malaysia for his wife only in October 2016 and it was accepted.  His wife had her embassy interview in Feb 2017 and only gave the embassy her Malaysian Police Report and she was approved.

That table on the NVC site makes it sound like if you lived in a country of your nationality over 6 months and lived in another country other than the country of your nationality for over 6 months, then you need to submit 2 police reports (1 from the country of nationality and the other from the other country).  But I know for a fact that wasn't the case with my cousin's wife.
