Even if that were the case and he tried doing that?  An AOS application would be denied and he may find himself in deportation proceedings and permanently barred from entering the US once the interviewer brings up the record that he's been denied a tourist visa in the past, denied an F1 visa in the past, and then intentionally gave false information on a third F1 visa application.

First of all you need to figure out if you want to study nursing or engineering. Then you need to apply to a school. Then apply for an F1 visa and show them that whatever you have chosen is relevant for your future career and then you need to prove that you will actually return to your home country. And most importantly do not lie to the officer, they will know if you are trying to play them for a visa.

So wait.  First you apply for a tourist visa and want to be a tourist?  That fails so you apply for a student visa for pre-nursing?  Then you say they denied that so perhaps you should apply for a student visa with a engineering program.  Sounds like visa shopping to me.  Don't think you're gonna have any luck.

Well I already gave some suggestions but I'll give some more:

 

1) Do not put false information on your application.

2) Do not "switch educational backgrounds" (which is another way of putting false information) on your application.

3) Do not try to apply to Canada thinking it's easier or that they don't receive info from the USA about your other applications being denied.  It's not easier, and they do.

4) If you have a living relative who is a USA citizen or USA permanent resident, perhaps you can see if they would be willing to sponsor you.  However this is not an easy road for you either because you have already been denied a visa twice.

5) Do not lie to any US immigration official or Consulate official.  You could find yourself in removal proceedings very quickly.

Yet another OP that isn't happy with someone telling them its NOT ok to commit fraud. OP, you have been given several suggestions and while you may not like the answers, no one here is going to tell you that it's ok to visa shop or try to find a way around the system as that is against the TOS for VJ. Based on your own responses, it sounds like that is exactly what you are doing. Immigration to the the US is a privilege and NOT a right and trying to circumvent the system is not going to get you anywhere here on this form.

Thank you, I would apply for the next semester of the spring, I wouldn't change anything on the I 20 form. When I meant change = course of study and not to falsify or lie about anything. I have a background in Engineering, I'm going for nursing and I know people are combining it to become a biomedical engr . I wasn't given a chance to explain myself and my school doesn't offer that degree at once.

The main thing in getting a F1 student visa is, as others have already mentioned, proving your ties to your home country AND proving that you have every intention and reason to return to Nigeria after your studies are over.  

 

Part of that is proving family, financial, and residency ties in Nigeria.  The other part is ensuring that you have been completely honest and forthcoming on any previous US-based applications (like the tourist visa where you said you were given no reason of denial).  

 

You also would have to prove that there was no school in Nigeria for what you want to study, and that the level of certification the USA would offer would be beneficial to your employment in your home country.  By your own admission, there is no career opportunity and no career advancement in Nigeria when it comes to nursing, and your background has no nursing experience in it----so the CO will question why you are wanting to come to the USA to study this in the first place, which would lead to extra scrutiny over whether or not they believe you intend to return to Nigeria after your studies if approved for the visa.

I intend to return back, In my country getting the best jobs would be easy if you're looked as a professional with more technological advancements in the area you work. My country doesn't have that, The best in that area would be just someone with a biology degree.
