It will not be before the NVC have forwarded the case to the embassy and then the embassy contacts you or the USC depending on the embassy (I don't know the Ukraine embassy so can't say how they do it)

Congratulations on your NOA2!

They don't send any packets here in Ukraine, you can find everything that you need online, but first you should go through the NVC stage.

About 2 weeks after your NOA2 your fiance should start calling them to get the case number. With this number you can track how your case is processed, and when the status says "Ready", you can start scheduling your interview.

Here is the info about K-1 on the embassy website - http://www.visajourney.com/consulates/index.php?ctry=Ukraine&cty=Kiev

And about the medical - https://ua.usembassy.gov/wp-content/uploads/sites/151/2016/10/Med-Exam-ENG-10-01-16.pdf
