Please suggest i am in a limbo now , i sent a question asking NVC about upgrade process via this link https://secureforms.travel.state.gov/ask-nvc.php yesterday without knowing this was for actually upgrading the case. will it be on the records and impact if i dont upgrade now?

no you don't have sent I864 again. just the document they requested on the checklist

go ahead an process with the upgrade since you already send them email asking about it.
