No immigrant visas for cousins; he\she can apply for a B2 to visit short term.

She will need to prove ties to the Philipines (home, job, something that will require her to return).  Unless she has strong ties, she's unlikely to be granted a tourist visa.

That I was aware for a visitors visa  but if she want to come as a permanent resident what visa would she apply for 

she the only surviving family member left and pretty much alone .

Cousins do not have any direct immigration visa category. Employment categories are useful to sponsor family members but are very difficult.

It's nice that you want to help your wife's cousin to immigrate to the US.  However, there is only one realistic path for her to become a permanent resident . . . a US spouse.  There is no path for your wife's cousin to immigrate through you, your wife, or anyone else who is not a US spouse.

You made some good points, and the reality there is no legal way to do this.

Of course a visiting visa and apply permanent resident but not even sure that is an option or something I want to get involved with.

A visitor visa holder must have a basis to apply for permanent residency.  Usually, a US citizen spouse.  Having a visitor visa does not allow a person to apply for permanent residency.

 

There is nothing you can do to help your wife's cousin immigrate, so there is nothing for you to get involved with.  Unless you are willing to look for a US spouse for your wife's cousin.

  The path is nearly impossible,  your wife becomes a USC  and applies for the parent who's sibling is the cousins parent.  That parent becomes a USC and does a sibling petition , and then that parent applies for adult child.   That would require no changes to the current visa classes ( unlikely)  and about 50 years,

Doesn't work like that. A person can't simply come on a visitor visa and want to apply for permanent residency unless they have a qualifying US citizen spouse or adult child to apply for them. Your wife is neither a US citizen nor a qualifying relative. 

 

It is admirable that you want to help but the truth is her options are extremely limited. 

 

One more thing, you may be banking too much on the visitor visa. It is very difficult for a young single female Filipina to be granted a visitor visa unless she has very good ties to her country (meaning a reason she needs to return). The reason being is because too many young singles abused the visitor visa by staying, working, and searching for a spouse to make them legal. And lets be honest, with such limited options to be a permanent resident and such a high ambition to be come one, it sounds like your wife's cousin will use a visitor visa to stay as well.

According to OP's timeline, spouse is eligible for Naturalization past 3-4 yrs. Has she applied n400?
