As I understand it noa2 means your I-130 has been adjudicated and sent to the NVC for processing. Then the petitioner receives a welcome pack from NVC with the I-864 included. 

 

To me it seems to be the most difficult for those of us who live abroad with our American wife or husband. Best to try be ahead of the process because some of the questions are just a little tricky and can be misunderstood especially if you are using a joint sponsor.

I live abroad, my husband is in the US. He needs to help me translate and understand. He comes over in 3 weeks and we most definitely will look into what's needed now we know what to expect. Thanx Mr&MrsG!

You should be able to see it....if not i called about mine and it said check after 45 days!

Thanks.i did call and i was told to wait 45 days:(.this is my second time going through this process and i never had this problem before.

So are they going to send the welcome pack to your foreign address since you're both living abroad? Or do you have your mail going to someone in the US? (I'm in a similar situation as you, we are both living abroad, but I will be leaving in July to start a new job in Houston. Wondering if I should change my address by calling the USCIS when I move or just leave it as is.

As the petitioner and sponsor you are the one who will have to fill in the form, my guess the form should go where ever it is easier for yourself. The form is available to download so I would suggest downloading it and having a read just to get familiar with it.  I don't believe the benefactor has a part in the form so there is no need for it to go to them. 

 

The form is 12 pages so make sure when sending it back that you put your case number at the top of each page. The last thing any of us need at that point is a page to go missing and then getting an RFE which will put your case back to the bottom and an extra 11 week wait.

Yes our timelines are very close. 

 

It really is a poor system for Americans looking to bring their spouses to the US. I met my wife in 2004 in Ireland and were married in 2008. Honestly I am not sure what needs to be checked and the process should be much quicker for proven valid marriages. It's disheartening to see someone get NOA1 in January and NOA2 in March, the sponsor was not a natural born US citizen but one who had gain citizenship themself. They then sponsor their wife and they are months ahead in the process than a person who was born/raised/schooled in the USA. 

 

 

I don't wish anyone bad but my wife who is my petitioner already feels the system is stacked against her. For Americans living abroad with proven marriages this should be dealth with in one interview in the US embassy in the country where they live.

Agreed! It looks like up until the beginning of last year, they had an "auto-expedite" for those where both husband and wife were living abroad. It wasn't a written rule, it was just something that happened and VJ members started documenting here: 

I am hoping they will start doing this again, but I doubt they will. I am just worried that it's going to be longer than 6 months because apparently they received a lot of I-130s at the end of they year because everyone wanted to get them in before the processing fee went up. :(

Looking at the current times its hard to believe that 7 or 8 months ago they were having their I-130's processed so quickly. At the moment my wife and I feel that the process will take between 9-12 months to get my green card. 

 

I wonder if making contact with a congressman in the states would it help our situation. Time wise it suits us to make the move September or October anything after that and we will be eating into funds we had set aside for setting up in the US. I know it's not going to happen but we can only hope.
