Hi There, I got my immigrant visa approved under F2A spousal category on February 06 and today I have been received my passport back. I found one line on the visa sticker. 

 

UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR.

 

what does it mean? Does it conditionally Permanent Residence status?

 

Please advise.

It means that, after it's endorsed, i.e. after is stamped at the port of entry, the visa servers as a temporary green card until the actual one arrives in the mail.

I'm not sure as a F2A filer you'll receive a 2-year GC or a 10-year GC. If you receive a 2-year, you'll need to remove conditions after 2 years. I'm sure someone else you post some info on this here shortly.

If you were married less than two years on entry to the US you will get a conditional green card and can begin removal conditions 90 days before its expiry, to receive a 10 year green card.  If you have been married more than two years on entry to the US you will get a ten year green card.

I got married on February 2015 and will be going to states on March 02, 2017 so technically 2 years Completed. In that case what will happen?

You should receive a 10 year green card as you would have been married more than 2 years on entry.

Since you applied when you hadn't yet been married for 2 years, it is possible that they might try to issue you a 2 yr green card by mistake. So, when you are crossing the border:

 

Make sure you draw the CBP officer's attention to the fact that you have now been married for 2 years. They should catch it and make a note that instead of a CR1 (conditional permanent resident = 2 yr green card) you should get an IR1 (Permanent Resident = 10 yr green card) but if they don't, it will take more time and effort to fix after the fact. At your initial POE crossing, where they stamp your visa, it should be comparatively simple to draw their attention to your marriage certificate and remind them that you should be getting the full 10 yr green card.

 

Since there are currently ridiculous delays on the removal of conditions process, I almost wish I'd waited until our second anniversary to immigrate, just so we wouldn't be waiting AGAIN now! Wouldn't wish another bout with USCIS on anybody!
