F2A that age out

My mother petitioned my sister under F2A with PD June2007 and during that time she is still under 21. I know she aged out. Does her category will automatically change to f2b category? Yesterday I checked the status using USCIS website it say's  On July 4, 2007, we approved your Form OS155A, Immigrant Visa and Alien Registration, Receipt Number WAC0720352497. We will mail your approval notice. Please follow the instructions in the notice. What does it mean? Right now my sister is 29 year old.  Any suggestion what should we do?
