Hi anyone here already petitioned their 20 year old child ... How long was the process of her visa?

A child petitioned at such an age by an LPR will age-out from F2A to F2B, and so it will take almost 11 years for their priority date to become current for a beneficiary from the Philippines. They would also need to remain unmarried.

Does the greencard holder have a US citizen spouse?  If so, were they married before the child's 18th birthday?

so she or he may not be qualified under CSPA? if she will be petition at 20...

CSPA protections for petitions filled by LPRs are weaker than those for US citizens. 

 

Only the time that the application is pending can be deducted from the child's biological age to arrive at their CSPA age. The application won't be pending for long enough under F2A to prevent them from aging-out into F2B. 

 

If filed by a US citizen, their age actually freezes on the day it's filed. This is not the case with petitions filed by LPRs.
