I-175 Biometric Fee

Could someone help me clarify whether or not I need to pay the biometric fee for the I-175?  This is for my wife.  She is a Japanese citizen, I am a US citizen, and we have been married for 3 years.

 

From the instructions:

 

Biometric Services Fee.
1. Conditional Resident. Each conditional resident and conditional resident dependent included in the principal
petitioner’s Form I-751 is required to submit a biometric services fee with this petition, in addition to the required
filing fee. (See the What Is the Filing Fee section of these Instructions.)
2. U.S. Citizen or Lawful Permanent Resident Spouse. If you are the U.S. citizen or lawful permanent resident
spouse, you do not need to include a biometric services fee at the time this petition is submitted. If USCIS later
notifies you that you must submit your biometrics, you will receive a biometric services appointment notice with
instructions on how to submit the additional fee.

She's applying to remove conditions on her green card, yes? (confusing because of the forum you posted in). If so, the quoted directions clearly state that she DOES need to pay a biometrics fee.

If it isn't difficult, it isn't worth it.

12/30/16: Notice of interview scheduled (day 109)

2/1/17: AOS interview (day 142) - APPROVED

2/8/17: GC received (day 150)

11/3/2018: ROC window opens

Sorry if I put this in the wrong forum.

 

Yes, we are applying to remove conditions on her green card.  

 

I don't understand the two options.  I understand how #1 applies to my wife, but not #2, because she is the spouse of a US citizen.  Am I reading this incorrectly?

You're reading it wrong. "US Citizen spouse" or "LPR spouse" = the spouse of the applicant for removal of conditions (in this case, you).

If it isn't difficult, it isn't worth it.
