After you complete DS 261 Can you PAY FEES right away or wait

I just completed the ds 260. Am I allowed to go on to pay the fees? OR do I have to wait 3 weeks?

You can pay the fees if they are available to be paid.

Pay as soon as they become available to pay. Only if everything is complete will it begin to move forward in its processing.

First of all, I think you meant that you just completed the DS-261 (choice of agent).  You can follow the guides and the thread on people in NVC processing.  You'll see that the fees kind of come in dribs and drabs.

Here is one of the few opportunities you have to speed this process.  After completing DS-261 call the NVC and ask them to review the choice of agent over the phone [yes, the hold music may make you contemplate suicide, just to warn you].  They will then approve the form and the AOS fee will become available.  Shortly after that, the IV fee will become available.  Once that's marked as paid, the DS-260 will unlock.  For some silly reason it's all slow and drawn out.

To be honest you don't need to speed up much. If you don't make mistakes the NVC process goes mighty fast. (Maybe we got lucky?)

I think many people on the NVC center thread might disagree.  The NVC process used to go mighty fast.  And it went fairly fast for me.  But there are a lot of people with 8-10+ weeks from scan date to case complete.
