Is Obama right, the cops are racists and always have been?

Is racism stalking the halls of policing and the justice system or do the numbers look bad mostly because black crime is so out of proportion to incidents in other groups (even when they are combined?)

In the same way that men commit much more crime than women,  men are "considered" dangerous or suspect more often than women, so it is with blacks as well, can we and should we try to combat what many see as a bi-product of the reality of crime patterns.

Obama: ‘We Cannot Deny the Legacy of Racism’ in Justice System

President Barack Obama is finishing his term with a lengthy essay on criminal justice reform in the Harvard Law Review, arguing that Americans should recognize systemic racism in the system.

“[W]e cannot deny the legacy of racism that continues to drive inequality in how the justice system is experienced by so many Americans,” Obama wrote in his 56 page essay.

Obama cited studies from the NAACP showing that African-Americans and Hispanics were more likely to be stopped by law enforcement officials and suffer stricter penalties in court.

“If we are to chart honestly the path for criminal justice reform, we must confront the role of race and bias in shaping the policies that led us to this point,” Obama wrote.... <snip>

Oddly enough in areas where you have a lot of black population, blacks tend to run or be significantly represented in the PD. 

 

It is kind of an open secret that med sized cities and larger are trending toward hiring Black chief of Police depts because it is an insurance of sorts. There is nothing more comforting for a local politican than to have a Black person answering the question as to why a Black person was shot down by police. 

Unfortunately even this is not enough to contain the outrage that is growing..... facts be damned (Charlotte NC).
