Which Consulate is generally assigned by NVC?

Hi, my i140 case is EB2 and sent to NVC Dec 23rd. Don't know if the NVC has received it by now or not!

My question is that I am a Pakistani working in KSA, which consulate does NVC assign for people not in the home country? Problem is that if they assign it to my home country most cases there go under AP delays sometimes upto 2 months which is not feasible for me as I am working in KSA and would have to return to work as soon as my interview is done but I cannot do so as my passport might be stuck in Islamabad embassy for AP review.

Thoughts on this?
