One attorney  told me if unable to travel they may approve K1 also their is hardship. 

How many times have he tried to get a visitor visa? Only way you have any chance whatsoever to get that requirement waived is if neither are able to travel. Usually I think that waiver is more for really weird religious reasons.

To obtain a K1 visa, you must meet within 2 years or get a waiver. The waiver must show extreme hardship preventing the two of you from meeting. That bar is actually quite high to prove...like not being allowed to meet in person in accordance with local customs. Being unable to visit him alone wouldn't be enough to meet that requirement. He would (at least) also not be able to meet you. This means he must try to obtain a tourist visa. Even then, being unable to show enough ties to his home country to obtain the visa (or any other reason for rejection) might not suffice for the waiver.

If you really want to pursue this....have him try for a tourist visa first. If that doesn't work, then try for the waiver. Just know that it's quite unlikely to obtain the waiver. Either way, please update with the results as I'm curious how it turns out.

I have I think seen 2 waivers approved in many many years.

One was medical, one was religious, both were very unusual situations, obviously the religious one does not apply here.

If you are going medical then amongst other things you need very strong medical evidence, I think the one I saw the guy was basically house bound.

And multiple tourist visa rejections.

But of course that is just the start, with such a high fraud consulate I find it impossible to believe that they will buy the valid relationship angle assuming it got that far.

I don't know the original poster medical condition, and it's not my business, but she says kidney condition. There are a lot of people who are great lives with one kidney. Dialysis is another story. Remember if you do apply for K1 if you can't work due to medical reasons you'd need co-sponsor everything else. 

Maybe focus on getting yourself as healthy as possible too. In six months or so maybe you would at least be able to travel for a week or something. 

Ive been a nurse for 15 years, there are all sorts of accommodations airlines can make to passengers to help them travel. Your first priority should be YOU

To get the waiver you have to do everything possible in the world to try to meet first.  Sounds like you havent tried anything as of yet.  Your process will not be quick or easy, but if you try you may prevail.

I agree with this.

I don't think the right response to failing health should be to try everything to get the guy here, I think it should be take care of yourself to make sure you can be with the guy for much longer. The visa process can be very stressful.
