I-130: Requesting Advice for Undeliverable Notice

I'm a US citizen currently living in Japan. I filed a Form I-130 in September of this year. According to the USCIS website, a notice sent to me was returned to their offices as undeliverable in early December of this year.

Ever since I filed the Form I-130 this year, I have received only electronic confirmation that my application was received; so, I'm going to assume that whatever mailing address they have on file is recorded or formatted incorrectly.

So my question is: how should I go about rectifying this issue?

So far, I've found two options. One option (according to their customer service) is to mail a physical letter to the USCIS offices, requesting them to use a mailing address specified in the letter. I am apparently unable to use the "Change of Address" method since I am not actually moving; I'm just updating what I assume is an incorrect mailing address. The issue with this is that the customer service rep did not inform me of where I should send this physical letter.

The other option is to visit the embassy in Tokyo, where I supposedly can verify and update the mailing address recorded on file. I am unsure if I can have this done at the Consulate General in Osaka. Since I'm living near Osaka, I'd rather not visit Tokyo just to update an address.

I'd appreciate any advice on how to handle this situation.
