Expedite approved, but confused - consulate vs. NVC

My husband and I currently have our case at the NVC, and we are at 5 weeks since our scan date. I received news today that our medical expedite request was approved at our consulate (Ciudad Juarez in Mexico). When I spoke to the NVC, however, they told me that while the expedite was approved through them, we still had to wait out the processing time at NVC and then they will forward the documents on. When I asked if I needed to submit a separate expedite request for the NVC portion, they told me that they do not have the power to do that, and that is why expedite requests are forwarded onto the consulate instead. They said that then instead of the NVC scheduling my interview, the consulate will handle it. Is that correct? What are your experiences with expedite approval?
