Consulate asked for passport but then they sent a refusal and a waiver???

Timeline

Our interview was on September 8th, we were put on administrative processing and our case was sent to the Fraud Prevention Unit and we had to do a DNA test. Once that was done we received form 221G and we followed the instructions and sent all the documents they requested. Now, last week I called the visa call center and they told me that all that was left was to send my passport, we sent it and they received it yesterday. Then this morning I received an email which was a reply to an inquiry i sent months ago and they said that three days ago they sent a refusal letter along with a waiver. I checked for a tracking number on the AIS website couldn't find anything. My question is why would they ask for my passport when they're going to send a refusal and a waiver?

Sorry, I read again and realize you are bringing family... Maybe the DNA results raise a red flag or something in the process couldnt be completed, innacurate information... Good luck in your journey

I lived in the united states all my life with no identity, no birth certificate, no id. So yes I did live in the united states illegally. The DNA tests were A okay. They asked me to send the passport over the phone then i received an email asking me to send the passport. Then this morning we got the email telling us that they sent the waiver and refusal letter, but we have no tracking number.
