Questions about green card extension NOA and stamp in passport

I won't applying for removal of conditions until next spring, but this delay in the Vermont service center has got me nervous. I have 2 questions:

1 - Does the NOA that extends your green card extend from the date your green card expires, or the date you receive the NOA in the mail?

2 - If the one year is up and you have to get a stamp in your passport (what's that stamp called again?), does that stamp give you the same legal status, allowing you to work, travel, renew drivers license, etc?

1 - Does the NOA that extends your green card extend from the date your green card expires, or the date you receive the NOA in the mail? Depends on who you ask and on what phase of the moon. Seems to be the green card but I wouldn't rely on it 100%.

2 - If the one year is up and you have to get a stamp in your passport (what's that stamp called again?), does that stamp give you the same legal status, allowing you to work, travel, renew drivers license, etc? The stamp is the I-551 stamp, and it gives you the same status as a green card. The only difference is for work, for example, they have to reverify you if you present a stamp but not an expired green card + letter. Confusing. Regardless, when you're going to use either form of ID for anything, bring along the guidance for accepting it as proof.
