Does application for the DV Visa impact a tourist visa?

I have a friend in Ecuador who wants to apply for the DV visa. He has a tourist visa but it will expire in 2019. He wants to apply but is very concerned about the application alone causing problems with his other visa. We are having trouble finding this information on any official site.

Does anyone have experience with this or can we be pointed in the right direction?

Please clarify what you mean by "application" - if you mean entering the lottery (then no, no impact) or pursuing a successful, selected entry by submission of a DS260 (where there has now been a demonstration of immigrant intent so yes it can impact on other visas sought in the interim). The latter is not a deal breaker by the way - I successfully applied for a tourist visa after my previous one expired while waiting for my immigrant visa application to get current but I am aware others have been denied in the same circumstance - so it's a case by case basis.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
