Question on denial under section 221G

I have a question my uncle was Denied under section 221G on the paper he received it says he violated 212 (A)(9)© unlawfully present after previous immigration violations, anyways he doesn't know what he has to do next, it also said no waiver and that DSH may grant permission to reapply.

I just want to know what you guys think since I'm not even sure what to tell him to me it seems like he has a 10 year ban and he can reapply after the 10 year past but I'm not sure if I'm correct...

it also says he has a year to respond and sent documents that are requested.

He can apply for I-212 waiver AFTER he's been out of the US for 10 years. He has a permanent bar waiverable after 10 years.

I may be wrong but after @previous immigration violations??? that does

not seem like just a 10 yr bar...The one yr answer mention could be an appeal

situation but its not enough said to be sure, he needs a waiver atty for advice

this bar could be 20 yrs if he was deported & returned to the US

He was not deported as he left the USA voluntary, what waiver do you think he may qualified for?

If he is 9C then he has a lifetime bar waiverable after 10 years.
