MNL PHILIPPINES Visa has been "issued" but has not arrived

Hey guys! this question is for anyone who went through processing a visa for parents from the Philippines. My mother had her interview at the US embassy in Manila and she was approved. I'm worried because her passport containing her visa has not arrived yet 25 days after interview. I wanted to know if this was a normal occurrence time-frame-wise or should I be worried? I've tried to track it using the passport number through the designated courier as well as the embassy document delivery service online portal but i've come up empty time and time again. any insight would be greatly appreciated. thank you in advance.
