why would you need to submit a waiver? please explain your case, why were you denied?

can anyone tell me if I can get all the senators and Congresswoman involve in my case?I am afraid that local officer will hate me with all of them involve in ,because eventually I might still need to file that motion which will come back to the same officer,not sure that will affect the reason or not.she does not admit the mistake she made in the denial notice,but created a new reason that I failure to respond the notice to intend to deny,so my I-485 denied when she respond the senator.,

First of all you need to clarify your visa journey in detail, clear and precise.
The more details you give, the better answers you will get.
Don't start 3 different threads but stick to one and wait for answers, it's the weekend and Fathers Day and many are

out and about away from their computer.
I don't understand your post but am guessing here reading between the lines.

You should not involve both senators and congressman but should choose one and if they aren't helpful you go the the other one.
Neither the senators nor your IO want to have everyone involved at the same time, it causes confusion. One at a time.

You were asked questions in your previous thread of why were you denied so again why were you denied ?
You are saying the IO made a mistake but created a false reason that your RFE response came too late ?
What was the first reason for denial ? If you can prove that your RFE response made it in the allowed given time then
go to a lawyer and have him file a motion to reopen your case.

You can re-file, but why was it denied? If it's something that can be overcome, than by all means re-file.

The I-601 waiver is for the 3yr/10yr bans for entering without inspection or not being able to prove legal entry. These are filed out abroad. If you believe you are eligible for that waiver, you would not have been eligible to apply for adjustment of status to begin with. Is this the case? That would explain why you were denied. But, without knowing the details of your case, that's just a theory.
