CRBA physical presence

Good day Everyone! I would appreciate all your responses! I am pure Filipina and My husband was born and raised here in the Philippines and never been to US when we met.His father is an American and his mother is a Filipina.They are legally married.He has a CRBA and last 2014 we decided to get him a US passport, he is working in Saipan for almost 2 years now ( first time to leave the Philippines).We have a 3 year old daughter and we want to know if we can get a CRBA for her so she can also get a US passport and he will file a petition for me to have a greencard.We have all the documents needed based on the website except the proof of physical presence in US before the baby was born.I have emailed USCIS about the situation and ask them if it will hinder my daughter to get CRBA and US citizenship per se. They emailed back and said its still depend on the US consulate if they will grant my daughter US citizenship. We want to save time and money.Based on all your experiences and facts, do you think my daughter will be granted US citizenship even his dad has never been to US before?He has US passport and Philippine Passport though.His father was US Navy and have have met the physical presence requirement for sure. Your daughter is not entitled to US citizenship at this time, because her father does not have the required physical presence.

However, if your USC husband petitions you and your daughter for an immigrant visa, and is successful, she can then become a US citizen when she enters the USA.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Penguin_ie correct me if I'm wrong:

since father got citizenship through his father. Can't the grand daughter get the citizenship through her grand father? I believe if the parent doesnt meet the physical requirement the grand fathers physical presence could be used. If so form N600K is needed in this case and it will have to be filed through USCIS.

Thank you for all your inputs :) Based on further research,N600K will not be applicable in our case since we are planning to live in Saipan with my USC husband. So he will be needing to file a petition for the both of us.We are just looking for the fastest and more economical way.
