You can't. Outside of Canada you must go through the RCMP website and have fingerprinting done.

Timeline

Make sure you go through the electronic system only [with the scans sent to Ottawa]. Don't do the old school ink/print method, since there is a huge multi year backlog for processing using the analog system.

is you in the USA? Get to a Sherrif's office, tell them you need a FBI fingerprint card for scanning purposes into RCMP. They know at least 1 piece of that...

So I did this electronic check. They sent me email with a scan of a signed letter from the police that a name and DOB check was done "Based solely on the name(s) and date of birth provided, a search of the National Criminal Records repository

maintained by the RCMP". I called Commissionaires and they said they could send me the original in the mail to my Canadian address.

Is this good enough?

It depends. Who is the check for?

If it's for the state department/NVC/US Immigration for a green card, they would want the original stamped certified RCMP report ultimately.

If it's for a foreign job or something else I'm not sure what their requirements are.

It's for a I130 application being done from overseas. If I have the original signed paper from a Canadian chief of police stating that they checked the RCMP records, is that not good enough?

The ones I've used are the RCMP federal check which look exactly like these, it's certified and will have a pressed stamp on the lower part of the letter.

That being said I never needed a police background check for my I-130, until my priority date became current [years later] then I needed it for my DS-260 submission.

The RCMP check looks like the letter shown in the above link, there local police checks which are similar but are not RCMP/Federal checks. They will not provide one unless you specifically ask and tell them its for US Immigration.

You can check with Commissionaires, I've used them before, I have received both police checks before.. the provincial level and the Federal. I've only used the Federal.

I'm not sure why you need one for the I-130 unless its a specific requirement for the country you are residing in now?

I haven't received a definitive response,

I received the original certificate from commissionaires in the mail. Is it good? or do I need something else.

I just got mine. I live in Mexico. Had to get ink rolled fingerprints done at local police station, courier them to an accredited RCMP company who digitized them and sent them on my behalf to RCMP. Also had to pay for return courier. Total was about $200.00. This was for spousal visa for US. Took about 2 weeks in total.
