USCIS memo says no RFE when there's no sig...thoughts?

So I found this memo in USCIS Policy Memoranda archives

Makes me wonder if you don't have a sig on the form and no passport pics for your foreign fiancé, send this in with your I-129f form in case the yahoo that looks at it isn't aware of this policy, they can't give you an RFE for it, right?

Cuz if that's true, this link will be very useful to people.

I don't think that I would want to try that tactic, since the Form I-129F instructions are pretty specific as to what USCIS requires:

8. What Other Documents Do You Need?

1. Submit two completed and signed Forms G-325A, Biographic Information; one for you and one for your

   beneficiary. Except for name and signature, you do not have to repeat the information given on your Form I-129F.

2. Submit a passport-style color photograph of yourself and a passport-style color photograph of your beneficiary, with both photos taken within 30 days of the date of filing this petition. The photos must have a white background, and be glossy, un-retouched, and be unmounted. The dimension of the full frontal facial image should be about one inch from your chin to the top of your hair. Using a pencil or felt pen, lightly print the name (and Alien Registration Number, if known) on the back of each photograph.

Theoretically, but if I was adjucating your case and found out you called me a Yahoo, no telling what accident could happen to your paperwork. International immigration to the US is a privledge, not a right.

Well. Some of them are yahoos, and a silly thing to include that in the paperwork. Lol

I'm past this stage, so I'm not asking for my sake.

Indeed I am very much aware of the privilege of getting the thumbs up to bring family, fiancés, and spouses across the ocean to live here legally...and I'm so thankful our gov't gives us this option, so please don't mistake my tone as ungrateful or snobbish.

The reason I'm asking if you guys think this would work is for all those folks out there with fiancé's who live out in the boonies, several hours away from the nearest UPS or FEDEX facility. Given those circumstances, I wouldn't wonder if with a brief explanation of such circumstances included with the I-129f along with the memo as backup, if this isn't a viable option. And at the interview that the fiancé could "sign" the form in the presence of the consulate officer...
