Overstayed On VWP & Re-Entered

If someone overstays on the VWP I've read that they are no longer able to enter the States under VWP again. Why then has a friend of my husband and I been admitted on 2 seperate occassions under VWP after overstaying on it previously for over a year, does this mean that her previous overstay hasn't been detected?
