Philippines Dual Citizenship Question

Timeline

Simple question, but their seems to be confusion online. Do all Filipino born US Citizen need to apply for dual citizenship in the Philippines to legally vote, own land, and stay longer then 1 years in the Philippines, or is that only apply to those who obtained their US citizenship before 2003? It's my understanding that it applies to all Filipino US Citizens, see this youtube:

Your wife will need to reacquire her Filipino citizenship in order to vote, own land, or stay longer than one year in the Philippines.

If the child was born in the USA and one parent is a Filipino and the birth was reported to the Philippine consulate having jurisdiction over the state where the child was born, that child is a dual citizen by FACT of birth, and NO dual citizenship does not need to be applied for. If the child was born in the Philippines to the same couple then CRBA needs to be filled at USEM to obtain U.S. citizenship, and again NOTHING else needs to be filed for the child to be a dual citizen... it is a FACT of birth.
