Timeline

I am a US citizen and I am trying to invite my brother over for vacation.Who do I address the letter of invitation to;is it to my brother or the US embassy.thanks in advance.

An invitation is generally not necessary but it would be helpful in showing that your brother has a place to stay, an itinerary/timeline for travel, purpose & can show he has a means of support while in the US. If you feel the need to write a letter of invitation address it to your brother & have him include it in his application packet when he applies for the B visa or he can just take it with him on his interview.

Invitation letters, while almost irrelevant, can be handy in borderline cases.

Better to include with supporting docs, unlikely to make it to an officer's hands at interview.

I see mix response on the invitation letter. While I agree with most of replies here, I want to make sure you understand that the letter to US embassy is not an invitation letter. Invitation letters are generally addressed to the visiting professional by a professional entity (invitation by University to foreign professor etc.). You do not need to have invitation letter for brother (practically, we do not send letter of invitations to our family members. This would be rather awkward.).

Now, if you are sponsoring his temporary visit (travel, insurance, stay etc.), a letter to US embassy is a great help and important. You can also include short lines of why are you willing to sponsor, how will you sponsor and activities you will do together, if you will be meeting each other. If this is applicable to you, I have seen people addressing this kind of letter to "The US Consulate General, Name of Your Country". This is the letter your brother (or, someone you are sponsoring) will take to visa interview.
