DCF in Vancouver - Can I and Do I Qualify?

Hello! First time poster here. I'm glad to join!

Here's what's going on - I will try to be brief and give relevant details.

Me:

- Met my GF ( I will call her "RH") online 7 months ago. We met in person 3 days after meeting online. She moved in to my apartment ( but did not officially change addresses / bills / anything ) about 4 months ago.

- RH and I have been on three trips together, and my friends have met RH as well. Some of them are willing to write letters if we need them to.

- I am a US Citizen

- I have lived in Vancouver, BC for about 4 years under a work permit that's valid until December 2016.

- I have submitted through express entry my application to become a permanent resident in Canada. This will take a few months.

- I have submitted US and Canadian Taxes throughout my 4 years in Canada. I have given up my tax residency in California, to the best of my knowledge.

- I am originally from California.

- My work situation in Vancouver has gotten from bad to worse by the economy. Although I am not personally in trouble, many others around me are and it won't be very long until I'm on the chopping block.

- My father ( :-( ) has been recently diagnosed with Stage 4 Colon Cancer. So I have a desire to come back and help support my family.

- My company has openings for my position back in California and are in the current process of giving me an offer. I'd say 95% certainty. The income I would be making is over $80k.

- I might be moving back to California within two-three weeks.

- If I move, as I understand it, my work permit is still valid in Canada, however my job will no longer be in Canada. I've been told that unless I directly inform CBP, my work permit will remain.

- I am a Nexus Card Holder ( Will be brought up later)

- I love RH. I haven't quite asked her to marry me, but let's just say the engagement ring is in my saved cart / a ring has been picked out!

Her:

-RH was born in the UK ( British Citizen). She became a New Zealand Permanent Resident when her parents moved there when she was Pre-Teens. Two-three years later - she and her family moved to Canada. She is now a Canadian Citizen. So she is British Citizen / Canadian Citizen.

- RH is also a Nexus Card Holder.

- RH is willing to move to California to be with me.

Questions / Problems / Help :

-RH and I were originally thinking of doing the K1 Visa. I ask her to marry me ( she'll say yes, I already know ) and we either get a immigration lawyer to see our K1 visa application, or we make sure that whatever you guys recommend regarding the K1 Visa throughout VJ site - we follow. We wait 5-8 months. I will try to visit her every month, she will try to visit me every month and hopefully not be too much hassled at the border. We know that she has to show strong ties to Canada and can be denied entry while her K1 is in process.

Question from the above: Does the Vancouver US Consulate do DCFs? If we managed to fill up all of the paperwork, get married, etc. - Can we do the DCF? If I move away from Vancouver ( but still technically have a home / residence to stay at in Vancouver ) - can I still legally say I'm a resident? If not, do I need to do the DCF / Marriage before I officially move? From what I understand, I have to show for a DCF that I was a resident in Canada for 6 months ( and I'm assuming that's the past 6 months )

- Does the fact that I am currently applying to be a permanent resident in Canada complicate the matter? Am I legally able to get married in Canada?

- Does the fact that she has multiple citizenships complicate the matter further? Will us being NEXUS Card holders help us at all?

- Does RH need to get a criminal record / history made before a DCF?

- Does the interview need to be done in Montreal or can it be done in Vancouver.

-Can the DCF be done elsewhere, i.e. Los Angeles area? Either in the US or whatnot?

- Do we need to do the DCF before I move? Can it be done after I move? As long as it doesn't seem like I'm on a tourist Visa.

- Do I need to marry her right now, in hopes of the DCF? If I can't do the DCF, I'm worried that we would have gotten married prematurely and now are forced to do a K3 Visa ( which as I understand it takes longer to process)

I think that's all I can ask at the moment. We just want to minimize the time apart from one another and for her to be able to work in the USA ( otherwise she'll go nuts not making any cash) and wants to be able to work legally.
