Apply @ Dept of State without travel plans?

I live near a Passport Agency that doesn't require proof of travel plans, and I don't have any specific travel plans now, but I'd still like to get my passport ASAP, as that could change, and I live close to the Mexican border.

Can I apply at the Department of State Passport Agency?

The reason I'm asking is that DS-11 asks about travel plans, and I don't want to lie there (People have been charged for fairly innocent inaccuracies, such as claiming that their passport was lost instead of taken by someone they know)
