Process immigrant visa in Embassy (country A) while waiting in home country B

Hi all - a general question for the gurus:

My wife (Jordanian) and I (American) were married in Jordan and lived in Saudi Arabia for 5 years together. I-130 is complete, and our case is set up for immigrant-visa interview in the Saudi US Embassy. We will have to leave Saudi because I have a new job in the USA, and the start date is like 5 days after the set interview date. It is really close, but we understand the pressure on the Embassy. As per law, when you terminate work in Saudi Arabia, you have to do a "final exit" (can't come back into Saudi after that) all together as a family.

So a question: Suppose the interview goes well and visa is approved - can we keep her passport, travel back to her home country (i.e., Jordan), send her passport via mail back to the Saudi US Embassy, let the processing be completed in Saudi, visa be issued, and passport be returned to her in Jordan. Then she would be able to enter the USA with her immigrant visa.

Any one heard of such an approach? Is it acceptable by an Embassy normally.

it is illegal in many countries to send passports internationally.
