Advice please if we qualify for DCF

My then boyfriend and I lived together last year (April-July); we went to the US and lived there for a month; I came back to Manila early Sept; he got back to Manila by Dec; we got married in Jan 2015; he left a week after.

All the times he was in the Philippines he was using a tourist visa.

My question: Would the times he was here qualify us in filing for DCF?

Need your advice please. Also, can I go to the Embassy to inquire directly or does anyone have a working number of the Embassy that I can call?

He is currently not in PI and was only there as tourist.

April 15, 2014 APPROVED. Wait for oath ceremony

Waited...

September 29, 2015 - sent letter to senator.

October 16, 2015 - US Citizen

You can use even a Tourist Visa to apply for DCF. However, you need to prove his residency in the Philippines. "Established Residency in the Philippines" like in our case, My husband (Petitioner) and I have built our own house (real properties) both in our name. If you are renting, you need to have at least six 6 months of paid rents. He has Philippine driver's license, Joint accounts, He has electricity bills, phone bills under his name etc.
