i-129F Province vs state? (Fiance lives in Mexico)

Hello, I have a simple question but I haven't been able to find a straight answer for it.

The questions on the application are 3.h and 29.e. Both of which are in regards to my fiances adress. I don't see a section to write her state but there is a blank for the province. I've googled and some people say a province is the same thing as a state in some countries but others say a province can be in reference to rural area outside the city. My assumption is that I should put her state in the province box however I'm not sure of this and wanted to double check.

I would put it, because later on the G325A it says "Province or State" when asking about residences. I think they mean them interchangeably for the purpose of the form.

FYI 3e. is a spot for state. Thought here is no equivalent later on in 29.

We're filling out the one for my fiance and I read that we should use her first middle and third name(which would be her dads last name. for the entire application and explain in an attachment that she has a 4th name which is her moms last name. I'm wondering if in the "other names used" should I write "none" or write her entire name "first, second, third, fourth.

Does she use her dads name as a "second" middle name or a "first" last name? I would put in on there in whichever section is applies and as it is in her passport and birth cert. but I haven't had to deal with that directly. Just what I would do, maybe someone who had four names will see this.
