I haven't told you because we don't know. None of them seem to fit. And, it doesn't specify it on the paper they gave him. He overstayed by more than 1 yr, he left on his own 15 yrs ago, he hasn't tried to enter the US at all since then unless applying for the K1 visa now is considered "trying to reenter" Im getting the impression they mean made it to the border and got caught kind of trying to re-enter but i could be wrong
