Is your wife a GC holder or a US citizen? She can only petition for her parents once she's a US Citizen by filling out separate I-130 petitions for each of them.

My wife has a green card. But can you bring them here as visiting then adjust status here in the usa. Because I heard stories you can do that. Or I'm missing some information from rumors.

You can't obtain a visitor's visa with the intent to immigrate. It's considered immigration fraud and it's illegal.

Even if they were already here on a visitor's visa and then decided to adjust, your wife would still need to be a US Citizen.

In order for your in-laws to get immigrant visas or green cards to live in the US, your wife MUST first become a US citizen. Green card holders can not file for a parent. Only US citizens are allowed to petition for a parent.

It's immigration fraud to enter the US on a visitor visa with the intent to adjust status.

The stories you hears are false. Stop relying on rumors. Do your research. There are plenty of answers on the internet.
