administrative processing complete and now back in AP?

AP was complete on website so I took my passport to the embassy. Was told to leave my passport at embassy and will receive visa in 5 business days. I go to pick up visa from postal service and there is just my passport and no visa and a paper that says administrative processing. That is all the info. so I check ceac and it says Ready. I check embassy website and it says administrative processing complete.

What is going on? very confused.

Any help would be very appreciated. Thanks

Happens, what was the first AP for?
