They only want the applicant's documents, not the petitioner's.

Only a few countries are eligible for scanning and emailing attachments to the NVC, what are the first 3 letters of the case number?

If using mail you do not send original documents to the NVC, just send photocopies and bring originals to interview.

Our first 3 letters are "SNT".

An also I have another cuestion about affidavit of support form t-864EZ Can my petitioner send the information about the last year TAX (2014), can be optional the last 3 years? Or is obligation the last 3 taxes information? I'm asking this because i dont have information about 2012, and 2013 taxes, because he was university student.

Scanning and emailing is not available for Chile, you will have to mail forms and accompanying documentation to the NVC. NVC only requires photocopies of civil documents (as NLR stated).

If a petitioner is not required to file taxes for a requested year, then they simply write a letter that states why they were not required to file.
